The digitalization of administrative procedures is to be considered as something now unavoidable that will fully materialize, with more or less speed in the coming years, with the natural evolution of technologies and computer sciences; however, the complete or partial automation of administrative processes and procedures based on the use of Artificial Intelligence (AI) is by no means a given. Infact, it should be considered that even the adoption of "traditional" algorithms, i.e., not necessarily AI-based, to support Public Administration in more or less complex procedural stages, even if not decision-making, still represents today almost a challenge, both in cultural and legitimacy perspectives. Meanwhile, the widespread perception is that something revolutionary has now been set in motion, which also concerns the use of algorithms to increase the productivity and effectiveness of administrative action. An epochal and ongoing transformation which, however, as it progresses, must necessarily combine the protection of citizens' rights with the advantages offered by technology, a need that this paper aims to address, in terms of analysis and insights, with a hybrid vision, possibly in symbiosis between law and information technology.
